Assessment

"Care providers must conduct an educational assessment within 72-hours of a UC’s admission into the facility in order to determine the academic level of the child and any particular needs he or she may have."

3.3.5 Academic Educational Services
We are prepared to deliver an initial academic assessment for your sites, as required by ORR. The assessment will be written in English and Spanish and will be accessible to students with varying levels of literacy and formal education. We can assist you in linking assessment results to appropriate placement in classrooms with similar literacy levels. We also have materials that can be selected and utilized for the final assessment packet that accompanies the UC to their home community upon discharge.

Tiered Assessment:

 Levels 1-3
When this is noted, the assessment and classroom lesson elements are designed with students with a beginner level of English proficiency in mind. They have a zero to basic understanding of grammar in any language. Frequent coaching will be needed for speech or phoneme production. Reading and writing may be at beginner level or not present in any language. Both assessment and classroom materials and activities will need to include an option that does not depend on reading/writing to succeed, such as images and visual/aural prompts as well as words.
When this is noted, the assessment and classroom lesson elements are designed with students with an intermediate level of language proficiency in mind. They have a broader understanding of grammar in their first language, which may translate to faster acquisition of English grammar.  With new or complex words, pronunciation and spelling may need to be coached. Reading may be similar to K-5 standards in U.S. schools. These students can manage assessment items or instruction that is based in their first language, but includes the introduction of more key words in English.
When this is noted, the assessment and classroom lesson elements are designed with students with an advanced level of English proficiency in mind. They have a broad understanding of pronunciation and grammar.  Even with new or complex words, errors are infrequent to very infrequent. It is likely this level will be less common among unaccompanied minors from countries with primary languages other than English, so advanced materials or activities can be prepared and students allowed to work more independently.
